How do I restore the menu bar to my Windows Task Manager?

Article

This morning (1/27) while I was trying to unfreeze my computer due to an annoying program that Norton 360 uses, I somehow disabled/deleted not only my menu bar for my Windows Task Manager, but the icons that reduce, expand and close the screen for the Task Manager as well. The only way I can close it now is by right clicking on the icon when it appears on my task bar.

There is solution to all Microsoft Windows issues - find them there.
