I can’t find how to change the requirement for a double-click to a single (underlined) click

In Windows Vista I had the ability to underline files (including shortcuts on the Desktop) so that when hovering over the file I needed  to only use a single-click to download the file.  I can’t find that facility in Windows 7.  Help!
